I ran across this Post on the Heartland Owners Forum.
I'm not sure if it's been posted on this Forum site before... If it has I'm sorry for posting it again. It just looked like information that would be quite helpful for those who served.
It was worth the trip for me.

I stumbled on this site by accident. I don't camp at military campgrounds. Not eligible and all that...well, according to Army Regulation 215–1, available at the link below, I am eligible for that and a whole lot more. You may or may not be eligible. But, depending on your circumstances, you may be surprised at what you can use on military bases. There are just too many variables for a hard answer. You need to check this site and find out about it.
The gentleman responsible for the site has gone to considerable trouble to run down and post current regulations for all services regarding NAF facility usage by non-AD personnel. NCO clubs, Gyms, autoshop, fishing/camping activities. Simply tons of stuff.
Just about every facility you used while you played soldier may be available again.
I hope it is of some interest to those that follow this forum.
