Usually when this happens there is something caught in the groove where the plate slides accross. I have had to use, very carefully, a metal wire and go around the rim of the slide with it open to dislodge any material that may be allowing the water to seep by.
If you are getting water on the floor around the base of the toilet then that is a different problem. It does sit on a rubber seal and if it cracks it will allow water to seep out.
From your descritpion I think a good cleaning of the slide area will solve the problem. When we dump our tank we always scrub the tube with a toilet brush. This not only prevents any residue build up but will keep the slide area clean.

Just in case that it is not something caught in the seal as already mentioned, you can buy the seal kits and replace it. If you go to the manufactures web site you will find complete instructions an pictures for doing this.

Our Sealand toilet does this once a month or so. I just push a toilet brush down the opening (while holding the flush lever down) and rotate it around to clean off the gasket. That has always cured the problem for me!

I have had this problem, use a cloths hanger, straighten the hanger and bend the hook to an L shape, hold the toilet valve open and run the wire around the the opening behind the slide valve. Usually toilet tissue gets caught in the opening. If this does not solve the porblem the seal is bad.

I have a Sealand toilet in my motorhome. We push down on the lever to flush, and must pull up on the lever and hold it to put water back into the toilet. Of course, the lower the water pressure, the longer it takes to "fill." How long it takes also depends on how much water you want for a "proper fill."
